		<title>Comment on TSO&#8217;s First Union Contract, We need your input!! by David Curtis</title>

		<description>- PSE Testing: Utilize as a tool to identify deficiencies, to allow TSOs to improve in their performance. By utilizing PSE Testing in this manner, TSA would result in a more skilled and professional workforce. Currently PSE is being used in a NEGETIVE manner by stripping employees of their yearly pay raise. 

- TSA Employees should be entitled to the same parking privileges as other DHS employees. Currently at DFW Airport DHS Customs employees pay ZERO $$$ for parking. Airline employees pay ZERO $$$ for parking.

- Implement a union safety team to oversee safety issues in workspaces. If TSA safety team is unable to correct safety issues, thru the normal resources (management) the safety teams would have a union safety representative/s to intervene and assist the safety team in correcting/improving safety issues in the workspace.

- Uniform changing rooms, showers, etc: To allow for changing in and out of uniform as TSA prohibits the uniform to be worn in public, except for only short interim stops between work. (Coffee &amp; donut, etc..) there are times when TSOs have an appointment (Doctor,Dentist, etc.) prior to or during work shift hours. A changing area would allow for TSOs to change out of their uniforms into civilian attire.

- Implement FULL STRAIGHT 4/10 hour day work weeks, do away with the split shift, its done at other airports and other Federal Agencies (Customs and Border Protection). With the current economy it would help save commute $$$ for the under paid TSOs.

- Implement a fair Annual Leave policy. ONLINE system, TSOs login to system review days / weeks available for leave. If leave is available TSOs may select the day/s or week/s. Currently TSOs are at the mercy of a CONTROL CENTER for approval of leave.

- Provide adequate comfortable break rooms with cushioned chairs/couch/recliners where TSOs can truly relax on their breaks, instead of having to relax in public view.  

- Abolish the part times. DOES other Federal Agencies of DHS (Customs/Border Patrol) hire part time employees. TSO’s are Federal Officers. Don’t use Wal-mart’s model to run a Federal Agency. PART TIME is proving to be a revolving door of employees through TSA. With this revolving door a lot of SSI information is being placed on the street. TSA needs to have full time dedicated workforce, not part timers.

-Maintain seniority for advancement TSO to LTSO, LTSO to STSO, etc... Currently advancement results in LOSS of seniority. Changing this senority policy would open the door to far more employees applying for advancement. And a far more quailified TSOs applying for advancement. 

- Implement a tuition assistance program for college courses taken by TSOs in order to improve their knowledge, and development in their related career. Would result in self-development of a professional workforce.

- Cleanliness of work spaces: currently the baggages work locations at DFW Terminal “D” (International Terminal) the floors are never swept or mopped/waxed on a reqular basis. The workspaces are extremely filthy. 

- Repair / Replace Safety equipment such carts/lifts which are used to transport oversized, bulk, heavy items to the inspection table. Currently when this safety equipment becomes inoperative, the equipment is never repaired is placed in a corner of the room and sits. (Pictures can be provided of safety equipment not being used because of defective equipment not being repaired.

		<description>I am a Tso at DFW. I have received an LOC for my Bate boots from my supervisor. I told my supervisor that I was in compliance with the policy and I was told no I wasn&#039;t due to the mesh. I asked what about the others in term A and I was told they all received them so I went and asked them and they told me they never got an Loc. My supervisor told me I need to get new boots so I ordered new boots and  he know I did but still issued the Loc. I have asked to see the so call new policy  and was told they do not have to show me the policy that I am to do what my supervisor tells me to due.</description>

		<description>AFGE General Counsel has sent a letter to the TSA Partnership Office and has asked for intervention and clarification on the MD 1100.73-2. Currently the only response to the letter from TSA Partnership Office is they would look into it, and respond shortly. 

There have been additional reports from other airports who are experiencing the same issues concerning MD 100.73.2 concerning shoes / boot footwear. 

In followup with AFGE Attorney, General Counsel will place added pressure on TSA Partnership Office and add this issue to the meeting agenda for Tuesday July 26.</description>
